Tiina Sats

Tiina Sats has a 10-year experience in health care financing in Estonian Health Insurance Fund (EHIF). Her team in EHIF is responsible for the benefit package, costing and payment methods in specialist health care. In addition to that during the past years organizing care pathways, measuring and using outcomes (incl patient reported outcome/experience) and designing value based payment methods has become a crucial part of their work. She was one of the initiators and designers of the first value based health care project in Estonia – the stroke pathway pilot.
